Have 49d left and the carrier skill 750M ISK

I was reading a searched post about blue status for acls and you had stated all toons in the corp must be added and be in corp for 2 months. I run an NC. JF service and we are looking to expand routes, and was wondering if this was all still the same. All JF pilots in the corp are NC. mains, so I doubt we will have issues with services, but I would like a firm answer before I present it to the corp.
