I am a returning member (2 years hiatus) and would like to rejoin the Corp.

I’ve read some of the forum posts here, is it true that all I have to do is re-apply in game?

Yes, Just reapply to PH Inc. and your in.
As for ESI gated corps you'll have to work your way through their requirements as needed.
